Wetland mitigation banking (WMB) is an organizational form that attempts to balance the ecological goals of wetland conservation and the economic goals of development with the aim of improving the implementation of wetland offsetting. Given the resulting tension, it is important to understand how the way stakeholders employ the WMB regulatory framework affects the goal of No Net Loss of wetlands. In this study, we interviewed WMB stakeholders in Florida in the United States to identify their strategies during negotiations around different aspects of defining wetland mitigation credits (e.g. service areas, types of credit and credit release schedules). Using the approach of New Institutional Economics, we found that within a framework of well-defined rules that nonetheless allow flexibility, WMB enables a field of action for negotiating within a zone of ecological-economic viability – in part due to the stakeholders’ interest in maintaining a good reputation in this field. Outside of this zone of viability a wetland mitigation bank proposal collapses for economic or ecological reasons.  相似文献

Sites affected by petroleum hydrocarbons from oil exploitation activities have been identified as a major environmental and socio-economic problem in the Niger Delta region of Nigeria. The current Nigerian regulatory instruments to manage these contaminated sites are fragmented and the roles and responsibilities of government agencies, such as the Department for Petroleum Resources (DPR), and the National Oil Spill Detection and Response Agency (NOSDRA), are not well defined. This lack of coordination has led to ineffective land contamination policy and poor enforcement more generally. Appropriate, risk-based policy instruments are needed to improve regulatory capacity, and to enhance the regulator's ability to manage new and existing petroleum hydrocarbons contaminated sites. Lessons can be learned from countries like the United Kingdom (UK) and the United States America (USA) that have experience with the management and clean up of historically contaminated land. In this paper, we review the status of petroleum hydrocarbon contaminated sites management in Nigeria and identify the gaps in existing policy and regulation. We review the contaminated land policies and regulation from the UK and the USA, and identify lessons that could be transferred to the Nigerian system. Finally, we provide a series of recommendations (e.g. source – pathway-receptor approach, soil screening criteria, clean-up funding, liability) that could enhance contaminated land legislation in Nigeria.  相似文献

Farmers’ risk preferences play an important role in agricultural production decisions. This study characterizes risk preferences among farmers in Yongqiao and determines how these risk preferences are related to their choices regarding climate change adaptation strategies. We find that most farmers in the study area were aware of climate change. They were taking measures to protect their livelihoods against perceived changes to the local climate. The risk experiment result shows that the representative subject was risk averse, and women were more risk averse than men. The relationships between farmers’ risk preferences and different climate change adaptation choices were different. Farmers’ risk aversion was negatively and significantly related with adaptation strategies on planting new crop varieties and adopting new technology, but it had a significantly positive effect on purchasing weather index crop insurance. The results also indicate that the level of education, farming experience, farm size, household income and perception of climate change impacts influence farmers’ adaptation decisions.  相似文献

Indian apparel retail industry is on a complete transformation journey and trying to evolve as an organized industry. It is very common to find the disruption factors in every business and the ways to mitigate and manage them is of current research interest. The paper discusses the selective risks associated with the apparel retail supply chains in India by structural analysis of the controllable risks that are identified. The work also reveals the use of Interpretative Structural Modeling (ISM) to establish the interdependencies between these risks spread across various supply chain functions of retail industry. The relationships are established based on expert opinions using Delphi technique followed by ISM modeling technique and Fuzzy MICMAC analysis. It also classifies the risk factors based on their driving and dependence power. ISM is proved to be a useful tool to help understand the impact of risks at stages of retail supply chain. Globalization, labor issues and security and safety of resources turns out to be the strong drivers of other supply chain uncertainties. The domino effect of these risks leads to financial crises for the organization.The paper also proposes a new model for the Risk Priority Number (RPN) calculation using ISM and Fuzzy MICMAC methodology for the applications in retail and various other domain risk studies. The sample size of experts is small and to remove the biasness of opinion, the model can be further validated using Structural Equation Modeling (SEM) in the future. The outcome would help practicing managers to analyze and to take actions for managing the factors by improving the bottom line of the organization by proper utilization of resources.  相似文献

We consider the problem of finding an efficient and fair ex-ante rule for division of an uncertain monetary outcome among a finite number of von Neumann–Morgenstern agents. Efficiency is understood here, as usual, in the sense of Pareto efficiency subject to the feasibility constraint. Fairness is defined as financial fairness with respect to a predetermined pricing functional. We show that efficient and financially fair allocation rules are in one-to-one correspondence with positive eigenvectors of a nonlinear homogeneous and monotone mapping associated to the risk sharing problem. We establish relevant properties of this mapping. On the basis of this, we obtain a proof of existence and uniqueness of solutions via nonlinear Perron–Frobenius theory, as well as a proof of global convergence of the natural iterative algorithm. We argue that this algorithm is computationally attractive, and discuss its rate of convergence.  相似文献

The paper reports the result of an experimental game on asset integration and risk taking. We find some evidence that winnings in earlier rounds affect risk taking in subsequent rounds, but no evidence that real life wealth outside the experiment affects risk taking. Controlling for past winnings, participants receiving a low endowment in a round engage in more risk taking. We test a ‘keeping-up-with-the-Joneses’ hypothesis and find that subjects seek to keep up with winners, though not necessarily with average earnings. Overall, the evidence suggests that risk taking tracks a reference point affected by social comparisons.  相似文献

Perennial energy crops are a promising source of bioenergy whose production involves production risks, long‐term commitment of land and need for crop‐specific investments without the coverage of crop insurance potentially available for conventional crops. We conduct a choice experiment in five states in the Midwestern and South‐central regions of the U.S. to examine the effect of crop‐contract attributes on the joint discrete‐continuous choice decisions to adopt an energy crop and convert acres to it from a status quo use, while controlling for the effect of various farmers’ risk and time preferences, sociodemographic characteristics, and availability of crop insurance for conventional crops. We find robust evidence that high discount rates, high upfront establishment costs and need for crop‐specific investments create disincentives for adoption and allocation of land to energy crop production. The effects of riskiness of returns and risk aversion are less robust across specifications. The effect of conventional crop insurance on the energy crop adoption decision differs across types of insurance; in particular, farmers with revenue insurance are statistically significantly less likely to adopt an energy crop. Our results have implications for the design of effective contracts and policy incentives to induce the production of energy crops.  相似文献

We study the impacts of the recently proposed risk retention regulation for asset securitization, i.e. the issuer has to retain a certain proportion of securitized assets. We also consider the frequently discussed measure to require the issuer disclose certain information of the securitized assets. In a dynamic model with asymmetric information between a risk-averse originating bank and a continuum of risk-averse investors, we find that it is impossible for a flat-rate retention requirement to be optimal for all asset types. Although both risk retention and information disclosure regulations are effective in reducing investors’ informational loss, neither can unconditionally enhance social welfare upon the unregulated case. For both measures, there are associated regulatory cost: risk retention regulation aggravates adverse selection problem because it undermines the channel of informational revelation by the choice of securitization intensity, and information disclosure requirement incurs a signalling cost by distorting banks’ securitization intensity in sending signals. Under an appropriate set of conditions we find that information disclosure requirement complements risk retention regulation when investors are sufficiently risk averse.  相似文献
